Kaufman County commissioners approve routine budget items, credit cards, $65,000 road transfer and Crime Victims Rights Week resolution

Kaufman County’s commissioners court approved a series of routine items and one budget transfer during its March 25 meeting, including the treasurer’s monthly report for February, requests for additional purchasing cards for facilities, a $65,000 transfer of road-bond funds, and a resolution designating April 2025 as National Crime Victims Rights Week.

County Treasurer Chuck reported that the county ended February with $51,937,000 in Fund 10 and had $113,000,646 invested overall. He told the court the county’s total funds on deposit at American National Bank were $52,043,000 and that the bank holds collateral valued at $87,520,000 (about 168 percent collateralization). For the month the county wrote 459 receipts totaling $34,959,312. Treasurer Chuck also reported average yields of about 4.48% in TexPool and about 4.49% in Texas CLASS, and he said road-and-bridge pooled funds have earned $239,343 since Oct. 1 of the current fiscal year (compared with $618,275.66 in investment earnings for the entire previous fiscal year).

The court approved two separate requests from Facilities to increase purchasing-card access for operations: an additional Citibank card to bring the department to three Citibank cards and an additional Home Depot card so three cards would be available for projects and daily supply runs. Facilities staff and commissioners described internal controls for both cards: receipts are signed and linked to the project, scanned into the work-order system, and entered on a purchasing log so purchases can be matched to work orders and budget line items.

Commissioner Moore moved to transfer $65,000 from his discretionary (precinct) road bond funding account to a funded road project; Commissioner Crowe seconded, and the motion carried.

The court approved a resolution from the district attorney’s office designating April 2025 as National Crime Victims Rights Week. The resolution text presented identified Erlene Norville Wiley as Criminal District Attorney and stated the DA’s office commitment to victim services; the court approved the resolution by voice vote.

Other routine approvals included a county child welfare services nonfinancial agreement (annual renewal), routine line-item budget transfers and corrections, and accounts-payable claims totaling $2,003,811.41 (the auditor said the total was mostly insurance-related invoices). All items were approved by voice vote as listed on the agenda.
