Residents and commissioners press county to pursue emergency services district options

During the public comment period and Commissioner Court discussion, a Pottsboro resident urged the county to consider emergency services district (ESD) options and to resolve mapping issues in order to meet an election timeline.

Kurt Moore, who identified his address as Preston Bend Road in Pottsboro, told the court that “in February, Collin County received a petition for ESD, literally half the county,” and urged Grayson County officials to review that petition and to work with petitioners to clean up extraterritorial jurisdiction (ETJ) lines ahead of an election timetable. Moore said petitioners were prepared to proceed if the county corrected GIS and city-limit lines.

Commissioner Marr and others described ESDs as a countywide issue tied to ensuring emergency services across unincorporated areas. Marr said the matter is “a bigger picture than just the local fire station,” emphasizing the need to consider countywide service delivery rather than “isolating a couple of issues.”

Commissioner Roberts said he supports ESDs but emphasized the need to “do this right,” describing his own situation living one-and-a-half miles inside Denison’s ETJ and noting concerns about areas that remain without fire protection despite being in an ETJ.

Court members repeatedly urged working with cities and petitioners to sort ETJ and boundary data so any ESD proposal can proceed with clear maps and public notice. No formal action or vote on ESD formation was taken at the meeting; the discussion consisted of public comment and commissioner remarks.
