The Senate Judiciary Committee adopted an amendment and then voted 6-0 to advance House Bill 1417 as amended, sending the measure to the Appropriations Committee for further consideration.
Senator Paulson presented amendment version 2,001 and summarized its chief changes: "On page 1, line 13, it, takes out the graduated sanctions and incentives," he told the committee. The amendment also removes technical violations provisions in several sections, retains defined terms, keeps a risk-assessment requirement, restores existing procedures for alleged absconding and technical violations, and leaves a legislative management study of court fines and fees and an appropriation related to indigent-defense fee removal.
Senator Paulson moved the amendment (identified in committee as 25.1150.02001); it was seconded and the committee approved the amendment by voice vote. Senator Lueck then moved a "do pass as amended" recommendation; Senator Paulson seconded. The committee recorded its roll-call vote on the final motion: Senators Brownberger, Cory, Luke, Paulson, Castaneda and Chair Larson all voted in favor. Chair Larson announced, "Motion carries," and directed that the bill be re-referred to Appropriations.
Committee members discussed whether the amendment addressed concerns raised by the Attorney General's office; Senator Paulson said he believed it "addresses the majority, at least, of their concerns." The committee did not discuss substance beyond the amendment summary before voting.
The committee's actions: adoption of amendment 25.1150.02001 (moved by Senator Paulson) and a vote to recommend HB1417 "do pass as amended" (moved by Senator Lueck). The bill will next be considered by the Appropriations Committee.
