Human resources staff presented proposed revisions to the City of Hiram employee handbook during the Aug. 20 work session, summarizing edits intended to clarify existing practices and align handbook language with current operations.
Kathy (Human Resources) said the package includes an updated organizational chart, consolidation of overlapping sections (probationary period and alternative work schedules), clarified attendance and timekeeping procedures, reworded dress and grooming standards to prohibit display of tattoos or piercings that are "defamatory, obscene, or discriminatory" while performing public-facing duties, and updates to PTO, terminal pay and holidays. She said part-time employees scheduled for 20 or more regular hours per week would qualify for holiday pay when a holiday falls on their scheduled work day.
Kathy requested that any council vote on the handbook revisions set an effective date of Oct. 1 to allow employee education on changes. Council members asked clarifying questions about uniform expectations and the treatment of tattoos for sworn officers; staff said state certification and department policies inform police uniform standards.
The council placed the handbook changes on new business for formal consideration at a later meeting. No final vote occurred during the work session.
