Evansville utility board reapproves revised INDOT agreement for State Road 62 water relocations with larger reimbursement

The City of Evansville Water and Sewer Utility Board voted March 4 to reapprove a revised highway utility-work agreement with the Indiana Department of Transportation for water main relocations on State Road 62 between Engle Avenue and Wabash Avenue as part of INDOT contract R45152.

Board members were told the original agreement, approved Dec. 21, 2023, used preliminary scoping and an estimated value of about $7,500,000. More detailed design and actual construction contract values produced a change of just under $3,100,000 in the estimated cost, prompting INDOT to ask the city to re-execute the agreement with updated values so the utility can obtain full reimbursement for the work.

Staff said the scope of work remains nearly identical to the earlier agreement and that reapproval aligns the city’s reimbursement with the more-developed design and bids. The item was presented as tied to earlier approvals on the Lloyd Expressway corridor work and was recommended by staff members who managed the project.

The board moved, seconded and approved the reapproval on a voice vote. No formal roll-call tally was read into the record.

The revised agreement will allow the city to undertake the water relocations and seek reimbursement from INDOT under the updated cost figures; staff explained reimbursements are handled by submitting requests under the terms of the agreement and that the city will carry costs temporarily until reimbursement is processed.

Officials praised the coordination with INDOT on Lloyd Expressway-related drainage and utility work and said the updated agreement completes a series of intergovernmental steps needed for the larger corridor improvements.
