The Angola Plan Commission on June 9 conditionally approved a development plan for additions to Trine University’s campus operations building at 719 West Prospect Street, pending the completion of plan review comments and a final rezone approval by the common council.
The project, case number 2025PC06001, would add a 4,738-square-foot expansion on the building’s east side and relocate a 1,500-square-foot lean-to to the west side. The commission’s approval is conditional on staff sign-off that all departments’ plan-review comments are addressed and on the common council’s anticipated final reading of a rezone to the university (UV) zoning district at its June 16 meeting.
Planner and secretary Grace Esten summarized the application, saying the east addition “will be the same height as the existing structure at 29.2 feet,” and described the west-side element as “a relocated lean-to coming from the student design center located at 705 Becker Drive.” The plan calls for removing a vacant residence at 711 West Prospect Street to make room for the new parking area; a privacy fence to buffer headlights from a nearby home was requested by a neighbor and the applicant agreed to install a fence.
Contractor Ken Wilson, representing JICI and Trine University, told the commission the west-side lean-to was recently constructed elsewhere on campus and the university plans to disassemble and reassemble it at the Campus Operations site. “If the gentleman wants a fence, no issue there,” Wilson said when the neighboring resident’s concern about headlights was raised.
The staff report noted the legal notice for the public hearing ran in the Herald Republican on May 30 and that 10 property owners within 300 feet received notice. Staff told the commission the site is not within a flood plain and that wetlands delineation previously submitted had been reviewed by the Indiana Department of Environmental Management, the Indiana Department of Natural Resources, and the U.S. Army Corps of Engineers; the planner said the agencies “did evaluate and said nothing changed.”
At the May 12 Plan Commission meeting the university received approval to vacate three existing lots and asked to combine and rezone those parcels from traditional residential to the university zoning district; the vacation was approved then and the rezone was pending final action by the common council. The commission’s conditional approval on June 9 therefore explicitly required that the rezone be approved at final reading before the development plan is final.
During findings the commission agreed the development plan is consistent with the City of Angola Comprehensive Plan, citing objectives to promote compact form and to support Trine University as “a valued and critical community partner.” The commission voted in favor of conditional approval by voice; the transcript records an affirmative voice vote but does not provide a roll-call tally.
Next steps identified in the meeting: the applicant must address remaining plan-review and routing comments to the satisfaction of staff, and the City Council must adopt the rezone to UV at final reading for the development plan approval to take effect. The planner said additional documentation related to agency delineation is in the project folder and will be used to complete the review.
