HCD presented several administrative and implementation proposals to the Assembly subcommittee, including two pieces of proposed trailer‑bill language and a budget request to implement recently chaptered legislation.
Deputy Director Matt Schuler described proposed language to consolidate various default reserve accounts into a single, continuously appropriated default reserve fund intended to streamline administration and ensure funds are available to cure or avert project defaults across a project's 55‑year regulatory period. The Legislative Analyst noted continuous appropriation can reduce routine legislative oversight and suggested adding a reporting requirement so the Legislature would be notified when reserves are drawn and the remaining balance.
HCD also proposed a clarification requiring annual and final reports for the Homeless Housing, Assistance and Prevention (HAP) program rounds 1 and 2, aligning reporting with later rounds and updating obsolete statutory references. The LAO had no objection to that clarification.
On chaptered legislation, HCD requested $7,081,000 in general fund for 2025‑26 (with ongoing amounts specified in the department request) plus positions to implement eight bills, including a tribal housing program and new reporting requirements for voucher utilization and other statutory tasks.
Why it matters: the proposals are intended to reduce administrative complexity, ensure consistent reporting across homelessness funding rounds and provide resources to implement recently enacted laws. The LAO recommended the Legislature consider reporting or notification to retain oversight when funds are continuously appropriated.
