The Tulare County Board of Supervisors on March 25 authorized staff to submit the county’s final Local Early Action Planning (LEAP) report and associated attachments, including draft municipal service reviews and proposed county development standards, to the California Department of Housing and Community Development (HCD).
Aaron Bach, assistant director with the Resource Management Agency, told the board the LEAP grant comes from SB 2 recording-fee revenue and that the county’s allocation included $500,000 for county projects and a $65,000 pass-through to the City of Lindsay for zoning and subdivision ordinance updates.
