Representatives from the Florida Association of Counties Trust (FAC) and the Florida Municipal Insurance Trust (FMIT) presented an annual report and explained membership benefits, including unlimited HR and employment-law advice and training courses available to county employees at no extra cost.
Denise, the FAC representative, highlighted calendar training offerings and reminded commissioners that the trust is a not-for-profit pool created by counties. Tom Conley, representing FMIT, explained the larger municipal trust's role and described the trust's approach to claims handling and returns to members.
Following the presentations, the board considered a proposed memorandum of understanding with FMIC for a turnkey program to manage courthouse roof repair work that exceeds the county's deductible. The county reported a deductible of $399,850 for courthouse repairs and estimated overall repairs between $500,000 and $1 million depending on interior work and mitigation. Commissioners expressed interest in moving quickly; staff scheduled a preconstruction meeting and asked the board to approve the turnkey MOU.
Commissioner Mooney moved to approve the FMIC turnkey MOU and the motion was seconded; the board voted in favor. Staff said they have a preconstruction meeting scheduled and will proceed with repairs to address leaks and related interior damage.
Why it matters: The MOU allows the insurer to streamline repairs when damage exceeds the county deductible and may speed recovery for courthouse operations; the estimates show substantial repair costs above deductible thresholds.
Next steps: Preconstruction meeting was scheduled and staff will proceed with contractor coordination under the FMIC turnkey arrangement.
