County compiles list of CDBG-DR projects to seek federal/state disaster recovery funds

Taylor County staff told commissioners that new Community Development Block Grant-Disaster Recovery (CDBG-DR) funds will be available for the 2022'24 storms and said the state's plan will be released soon. County staff recommended submitting a prioritized list of potential projects that can be tied directly to Storms Adelia or Elaine or to mitigation work.
Melody (grants staff) said $925 million statewide will be available and that the program will be competitive. She listed candidate projects the county believes may be eligible: a public-safety complex (mitigation), Keaton Beach Fire Rescue (mitigation/damage), Shady Grove Fire Rescue, courthouse HVAC repairs (air handlers and duct work), elevated restroom reconstruction at boat ramps, and dredging for navigation channels. Melody said paving could be eligible if the county ties the need for paving to storm impacts and mitigation.
Commissioners emphasized dredging needs and said the county is roughly $5 million short for canal dredging work. Staff said Keaton Beach and Steinhatchee dredging and dock restoration work were underway in design and procurement; earlier bids for some projects had produced no responses. Commissioners approved submitting the list of eligible and shovel-ready projects to the state commerce agency for consideration and asked staff to provide further details and costs.
Why it matters: The CDBG-DR competition could provide a faster funding path for large mitigation, dredging and infrastructure repairs than other federal programs, and the county needs to prioritize shovel-ready projects and provide accurate cost estimates.
