Collierville approves $1.78 million contract for Mill Street drainage phase 4

The Collierville Board of Mayor and Aldermen voted to award a $1,780,870 contract to Delgado General to construct downtown drainage Phase 4 on Mill Street, the board approved at its March 24, 2025 meeting.

Town Engineer Dale Perryman told the board that Phase 4 is located on Mill Street between South Rowlett and South Street and is intended to reduce downtown flooding. The work includes grading and drainage over roughly 1 acre, construction of about 458 feet of 16‑foot‑wide box culvert, installation of approximately 202 feet of storm pipe (sizes described in the board materials), adjustment of utilities on Mill Street, Greenbelt Trail work, traffic control and other associated items.

Perryman said Phase 4 will be 100% funded by town stormwater fees. Bids were opened March 12; Delgado General was the lowest responsive bidder at $1,780,870, about $14,102 lower than the next bidder. The contract includes a 180‑day completion period and liquidated damages of $1,000 per day.

Perryman reviewed earlier phases: Phase 1 (US 72 to Sycamore Road) completed February 2018; Phase 2 (box culvert under Sycamore Road) completed in 2019; Phase 3 (upstream of Sycamore Road to about 200 feet west of Mill Street) completed in April 2024. He said the town plans to bid a related Walnut Street drainage project this summer that will tie into Phase 4 and further reduce flooding on the west side of the square.

Board members asked about contractor experience. Perryman said Delgado has completed drainage projects for the town and that past experience with the company has generally been positive, though he noted one prior job had issues when a second crew was used.
