Commissioners approve $350,000 contract for county drainage improvements to Richard Breeding Excavating

Caroline County commissioners approved a purchase order and accompanying contract on March 25 to Richard Breeding Excavating for countywide drainage and pipe-replacement work with a value of $350,000.
County staff said bids were solicited for three projects (pipe work, tar-and-chip and hot-mix overlay) and that the chosen contractor submitted the lowest evaluated price on the pipe bid. Staff explained the contract funds are existing capital dollars carried over to pay for urgent pipe repairs ahead of paving projects, to avoid placing new pavement over failing culverts.
The board noted the contract will involve temporary road closures as crews replace pipes and staff said they would notify emergency services, school transportation and volunteer fire departments before work begins. Commissioners approved the purchase order by voice vote; staff said remaining funds for next fiscal year would be issued under new purchase orders when the FY2026 budget becomes effective.
