Caroline County commissioners introduce ordinance to remove BZA term limits; second reading, public hearing scheduled

County Attorney Barrell introduced Legislative Bill 2025-003 on March 25, an ordinance to repeal and reenact section 175-171 of the county zoning code to eliminate term limits for members of the Board of Zoning Appeals (BZA) and to update language to conform with the Annotated Code of Maryland. The bill was introduced as an emergency bill and will be scheduled for a second reading and a public hearing in April.
Barrell said the planning commission had reviewed the item and recommended the change because board members who gain necessary experience often ‘‘term out’’ before their service is most valuable. The planning commission discussed applying the same removal of term limits to the planning commission, but staff said that would require separate legislation because it addresses a separate subject.
A motion to officially introduce the bill and schedule the second reading and public hearing passed by voice vote (ayes). County staff said the advertisement would run in local media and that the third reading with potential amendment or enactment would follow the public hearing schedule.
No final adoption occurred at introduction; a public hearing and second reading are scheduled to allow comment and possible amendment before final action.
