Clearfield County approves foster-transportation MOU and child-welfare data-system agreements

County officials said the transportation memorandum sets out how school districts and Children and Youth Services (CYS) will coordinate transportation when children in foster care move. A CYS staff member explained that CYS “participates with 58 other counties in the child welfare information system, which is basically our software and reporting system,” and said the agreements are annual and include fixed pricing and user-based costs.
The commissioners approved each item on a motion, with the board recording the standard "Aye" to each vote. No individual vote tallies by name were recorded in the public transcript.
The HIPAA addendum with Fanco International was described as work to ensure the system's handling of protected health information meets applicable requirements; the county share for that portion is $1,942.58. The consulting-services addendum authorizes outside programming and other technical work on an as-needed basis but is limited to a total not-to-exceed amount of $30,000.
Officials did not provide additional detail in the public discussion about which specific modules or data elements would change as a result of the upgrades. The board moved on after the votes, with one commissioner noting the related items were "linked" and part of the same overall upgrade and maintenance effort.
Actions taken at the meeting will allow Clearfield County's CYS to continue using the shared child welfare reporting system and to contract for technical support and HIPAA-specific work for the coming year.
