Milford CTE seeks state match after failed local vote; committee places placeholder while debate continues

Milford School District officials and the state commissioner responsible for career and technical education urged the Public Works and Highways committee to consider capital funding for a CTE renovation after Milford’s local bond narrowly failed.

Commissioner Adelblut said the administration originally proposed two CTE projects: an $18 million request for Jaffrey Ridge and $10 million for Milford. Jaffrey’s local matching vote failed by a substantive margin and the district withdrew that project; Milford’s March bond was reported as narrowly short of the 60% approval threshold (the superintendent said the March vote received about 56%). Adelblut and Superintendent Christy Michaud of Milford said the district reduced project scope after earlier feedback, and Michaud described equipment and learning-space needs, including some equipment dating to the 1940s.

Adelblut asked the committee to consider a state contribution for Milford to bridge the local match and allow the project to proceed; committee members expressed concern about holding state capital dollars for projects that fail to gain local approval. Representative Bogart recommended adding $1 as a placeholder in the capital package so the Senate would have a signal to consider the project; staff ran a straw poll on adding a dollar placeholder and reported 9 in favor, 7 opposed, 3 absent. The chair said the placeholder would be added and noted the Senate can add or change the item when it reviews the capital budget.

Committee members and staff discussed precedent and the practical effect of a placeholder. Budget staff said an appropriation that is enacted but the local match does not materialize typically lapses; the department may later request a lapse extension if the local district succeeds on a future vote. Several members said they were sympathetic to CTE priorities but reluctant to set aside substantial state funds after a local vote failed.

Superintendent Michaud said Milford would consider a smaller local bond or a special meeting if the committee signaled support. Committee staff committed to circulate the Milford presentation slides to members. No state appropriation for Milford was approved during the hearing; only the placeholder signal was taken.

The committee also heard that Jaffrey Ridge has withdrawn its request and that the administration will pursue broader, longer-term changes to how CTE capital projects are prioritized.
