Palo Alto's City Council spent a large portion of its March 24 special meeting interviewing candidates for three advisory bodies: the Architectural Review Board (ARB), the Human Relations Commission (HRC) and the Utilities Advisory Commission (UAC).
The council heard applicants' opening statements and asked standard questions about priorities and experience. Highlights from the ARB interviews included debates about the board's role in area planning and early-stage design review for large housing sites such as the San Antonio Road corridor and a contested townhome proposal near Encina. Candidates who spoke about early ARB engagement argued the board can add design perspective at schematic stages to prevent missed opportunities on large sites. Applicants to the HRC emphasized youth mental health, outreach and continuous listening programs, including better use of community ambassadors and partnerships with faith groups. UAC applicants discussed grid modernization, fiber-to-the-home pilot programs and grid reliability, with candidates voicing interest in battery storage, vehicle-to-home opportunities and wastewater treatment coordination.
After the interviews the council considered the ARB recruitment pool. Council Member Stone moved, and Council Member Rekdal seconded, a motion to extend expiring commissioners' terms until successors were appointed and to reopen the application pool for the remaining vacancy. The council approved the motion; staff recorded the vote as 6-0-1 (one councilmember absent for that vote).
Council members said they would review candidate materials and return at a later meeting to consider appointments. Several councilors noted the candidates brought a range of technical experience and community perspectives and encouraged broader participation in future recruitment cycles.
Ending: Staff will proceed to reopen the ARB application window as directed by council and schedule appointment votes at an upcoming council meeting.
