Moffat County approves sole-source waiver and $34,224.30 radio purchase for sheriff and emergency management

The Moffat County Board of County Commissioners voted on March 11, 2025, to waive the county bid process and approve a $34,224.30 purchase of eight dual-band VHF/800 MHz radios for the sheriff’s office and Office of Emergency Management.
Todd Wheeler of the Office of Emergency Management told commissioners the radios were budgeted in the prior year and that the county sought to purchase the units under a state pricing agreement. “This would only amount to around $34,000 of that $50,000 that it's over the allowed costs or the maximum allowed without going through the bid,” Wheeler said, explaining the request included both approval of the purchase and a waiver of the county bid process. He also said that with only one sales provider in the state of Colorado, options for a competitive local bid were limited and that buying through the state contract was intended to reduce costs.
Commissioners first voted to waive the bid process for this purchase, then voted to approve a purchase order to First Responders Communication in the amount of $34,224.30. Both motions passed with all commissioners voting in favor. Wheeler said the procurement would use the state bid/pricing agreement with BK Direct as the vendor channel.
The county noted the expenditure would be charged against funds set aside during last year’s budget cycle. No changes to the budget were requested during the procurement motions; commissioners processed the waiver and purchase as separate votes.
