Boulder Junction commission raises Depot Square monthly permit to $150, approves increase 3-0-1

The Boulder Junction Access District (BJAD) parking commission voted to raise the monthly pooled parking permit rate at the Depot Square garage from $75 to $150, effective April 1.
Commissioners said the increase aligns district permit pricing with market demand and with rates previously paid by a long-term lessee, Morgan Creek Ventures. The motion, taken from the packet, read: “I move that Boulder Junction Access District Parking approve an increase of the monthly district parking fee from $75 to $150 effective April 1. This adjustment is intended to align permit pricing with demand, market conditions, and previously issued permit rates while ensuring the long term sustainability [of] the district’s parking assets.” Commissioner Ryan moved the motion and Commissioner Kevin seconded it. The vote was recorded as three yes, no noes, and one abstention.
Staff said Morgan Creek Ventures has for years paid the equivalent of $150 per month for pooled spaces used for building tenants and some commercial uses, and that most of the 55 currently held district permits are associated with that lessee. City staff and an owners’ representative said the proposed posted rate aims to normalize permit pricing across owners who jointly manage the garage.
Commissioners and staff discussed tenant and resident impacts. Staff stated the increase would not change any resident-only permit arrangements already managed by property owners; the increase applies to pooled or leased spaces that owners choose to make available to other eligible property owners in the district. Molly Knapp of Boom Properties, which manages the plaza and garage for owners, confirmed the owners are seeking the higher rate to make additional permits available and to make pooled leasing attractive to other owners.
Several commissioners cautioned that a higher posted monthly permit price could push some drivers to park on nearby streets, increasing pressure on on-street parking that is not part of the district revenue. One commissioner asked for a follow-up, deeper analysis of on- and off-street parking demand and any potential displacement effects; staff said a comprehensive analysis of both garage and on-street parking in Boulder Junction is planned.
Staff also said the district’s authority to set monthly permit rates derives from the district’s parking management agreement with the Depot Square owners and the district’s role as a pooled parking manager. Commissioners requested that staff return later with a fuller market comparison and equity considerations (resident affordability and low-income housing impacts), which staff said they will include in future work.
The commission recorded the action in the meeting minutes and indicated the parking team will implement the new posted rate on April 1 for future pooled permit purchases.
