Owners David O. and Cody Williams described Parkside as a membership‑ and daily‑pass model that requires vaccination verification, staff training in dog behavior and on‑site supervision. "Safety is the most important priority for us," David O. said during the presentation. The indoor facility is intended to allow year‑round operation; the outdoor area would be surfaced with playground‑grade mulch and enclosed for dogs.
Council review at a prior study session covered operations, capacity, fire and health questions. At the public hearing council heard neighborhood support and proponents noted the business already has an operating model in Detroit and planned a Southfield opening in late June or July, subject to final inspections and a municipal liquor-license transfer.
Council set hours of operation as part of the approval: Monday–Friday 2 p.m.–10 p.m. and Saturday–Sunday 11 a.m.–10 p.m. The council's motion included the planning department's recommended conditions; vaccination checks, staff training, and limits on late‑night operation were among the protections cited by staff.
Councilman Hoke moved approval of the special‑use application, Councilman Cruz supported the motion, and the council voted unanimously to approve the permit.
