City planning staff told the commission they are drafting revisions to the site sign ordinance to reflect recent court rulings restricting content-based sign regulation.
Staff said the revision will focus on enforceable standards limited to time, place and manner: "We can only regulate the time, place, and manner. So we can't say you could have a realtor sign up for 60 days, but you can have a political sign up for 90 days. We all have to treat them the same regardless of what the content is." The staff member said the work is ongoing and that they are "just working on that." No changes were adopted at the meeting; the staff said the revision will be drafted and brought forward for consideration.
Separately, the mayor reported he had been served with legal papers in a lawsuit; the mayor said the papers had been served recently but did not identify the plaintiff or the mayor's attorney in the meeting record. The mayor said multiple parties had been served, including aldermen and City Hall, and staff indicated the city attorney's office would have records of the filings.
