Residents raise safety concerns as Crossville planning commission advances Glen Clark Cook Road annexation

The Crossville Planning Commission voted to recommend that the City Council approve the annexation of an 8.43-acre tract owned by Glen Clark along Cook Road, a move staff said would bring an additional 418 feet of Cook Road under city jurisdiction.
During a public hearing before the vote, a resident who said she lives across from Stone Elementary School described daily traffic jams at the school entrance and said drivers “could care less if we can ever turn, make a left turn or a right turn” when parents are dropping off children. The resident warned of speeding “at 40 and 50 miles an hour” near the school and said she had not seen regular patrols: “we haven't seen a patrol car in 2 years.”
City staff described the item as a standard plan of services and said water and sewer are existing on the parcel; the developer’s plan is to subdivide with roads, water and sewer into the property. The staff presentation noted the annexation would extend the city footprint and bring additional road jurisdiction into the city, which could allow city law enforcement or a school resource officer (SRO) to operate in places county or state agencies currently serve.
Planning Commission members responded to the neighbors’ safety concerns. One commissioner said annexation would “give us more jurisdiction” and that the city might be able to deploy SROs or police to address traffic control if the county could not. The chair and staff said they would follow up with the city manager and police chief about traffic enforcement and school‑time traffic control.
The commission made a motion to recommend that the City Council approve the plan of services for the Glen Clark Cook Road annexation; the motion passed by voice vote.
