The Syracuse Planning Commission on April 7 voted to recommend approval to the Common Council of a special-use permit and a major site plan review for a proposed parking lot at 718 Erie Boulevard West.
Ben Harrell of CHA Consulting presented the plan on behalf of Marcellus Commons LLC. The proposal calls for demolition of the existing building and creation of a new regulated parking area with full-height curbing, new sidewalks and landscaped buffer strips where none exist today. Harrell said the plan replaces a long curb cut along Erie Boulevard and Van Rensselaer Street with controlled access, ADA parking, and plantings; stormwater from the lot will be routed to a separated system rather than the existing combined sewers.
Commissioners asked technical questions about an access easement along a vacated Tracy Street, how parking would function when property lines were crossed, and how landscaping would be applied as an L-shaped buffer. Harrell confirmed the applicant owns the private former Tracy Street and that an easement will formalize shared parking across the dashed property-line area on the north side of the lot.
No members of the public testified for or against the proposal. Staff performed SEQRA review and recommended a negative declaration, finding no moderate-to-large environmental impacts. The commission voted to recommend a positive action on the special-use permit (SP-25-08) with six staff conditions and to recommend approval of the major site plan review (MASPR-25-2) with seven conditions outlined in the staff analysis. The recommendations will move to the Common Council for its final action.
The project team said it will continue coordination with city engineering on final stormwater and construction-phase details. The commission’s conditions include standard general conditions plus the site-specific measures listed in staff materials that address access, final landscaping, and photographic verification of agreed-upon CPTED or site improvements prior to final council review.
