Brookings council backs Bud Cross Park improvements, authorizes $183,252 match and letters of support

The Brookings City Council on March 24 voted to adopt two resolutions authorizing submission of local government grant applications to the Oregon Parks and Recreation Department for improvements to Bud Cross Park and authorized the mayor to sign letters of support.
Staff presented a plan for pedestrian and parking improvements between the ball fields, including a day-use picnic area, play structure, ADA pathway improvements, landscape upgrades, parking lot paving and storm drainage work. The combined project cost is estimated at $458,130. Because the grant requires a 40% local match, staff said the city would commit $183,252 from parks system development charge funds; staff classified the projects as SDC-eligible because they add park capacity.
The council was told the project dates to the 2011 Parks Master Plan and was a high priority for the Parks and Recreation Commission, which voted unanimously in March 2025 to forward a recommendation supporting the project. Staff reported that a web survey launched March 18 had generated nearly 170 responses with about 93% in favor.
Councilors asked technical questions about drainage tie-ins, sidewalk extensions and whether play areas would be fenced or lit. Staff said drainage infrastructure is already largely in place from earlier work, that sidewalk extension to the corner was not part of this plan and that the play area would be open like most city parks (no full perimeter fence). Staff also said there is no lighting planned for the new parking area; parking lot lighting is not included in the proposed scope.
Councilor [recorded mover not specified] moved to adopt resolutions 25-R-1268 and 25-R-1269, and to authorize the mayor to sign letters of support; the motion passed with recorded "yes" votes from council members present and the mayor. The council directed staff to submit both a small grant application (under $100,000) and a large grant application (over $100,000) as described in the staff report.
If awarded, the project will be funded by the grant and the parks SDC match; staff will return with implementation details and any required contract awards.
