Council schedules executive session to review chief executive officer performance under ORS 192.660(2)(i)

The North Bend City Council announced on March 24 that it would meet in executive session under Oregon law to review and evaluate employment-related performance of a public officer.

The mayor read the executive-session authority as ORS 192.660(2)(i) and stated the purpose: “review and evaluate the employment related performance of the Chief Executive Officer of any public body.” The mayor clarified that public officers and staff may not request legal counsel to attend on their behalf, that relatives or representatives of the news media and staff are permitted to attend, and that other members of the audience were asked to leave the room. The mayor also directed news representatives not to report on the executive-session deliberations beyond stating the previously announced general subject.

The mayor emphasized that “no decision may be made in Executive session,” and reiterated the limits on reporting and public attendance. Council moved to follow the announced procedure for the closed session; the work session record shows the executive session notice and related instructions but no public deliberations or decisions were recorded in the public transcript.
