Brookings council approves $338,180 paving contract with Tidewater Contractors

The Brookings City Council on March 24 authorized the city manager to enter into an agreement with Tidewater Contractors to complete the city's 2024 street paving program after the firm submitted the lone bid of $338,180.

City staff told the council the 2024 paving work covers Pacific Avenue, Parkview Drive, Checkout Lane, Dawson and Pasley Roads, Hillside Avenue and Valley Street and that funding for the projects will come from the city's street pavement replacement fund, financed by local fuel tax revenues.

The council's discussion focused on procurement and scheduling. City staff explained that anything over $100,000 must be formally advertised and that in more rural markets it is common to receive a single responsive bid. "Tidewater contractors submitted a bid of $338,180 for the 2024 street paving program projects," staff said. Council members pressed staff to continue outreach to regional firms to encourage competitive bids in future procurements.

Councilors also asked about smaller trouble spots raised during public comment. Staff said Roland Lane will not be paved until a sewer line replacement tied to a separate USDA-funded project is completed, delaying repaving for that segment.

Councilor Fulton moved to authorize the agreement; the motion was seconded and passed unanimously by members present. Recorded votes in the meeting transcript show affirmative votes from Councilor Fulton, Councilor Ferreira and Mayor (recorded as Hodges/Hochul in different transcript places); the clerk announced "the motion carries." The official contract will be executed by the city manager under the approved terms and funded from the street pavement replacement fund.

The city will proceed with contract finalization and scheduling; work on streets tied to other infrastructure projects (for example Roland Lane and the USDA sewer line) will be deferred until those projects are complete.
