Staff explained that the program's staffing model is enrollment-driven and that additional staff would be added only if enrollment increased sufficiently to offset the expense (staff said the guideline used for planning is roughly one additional staff per 15 additional children, with adjustments made for days with higher demand and offsite activities such as pool visits). The board asked staff to publish registration information promptly so staffing and revenue projections can be finalized.
The board discussed local childcare market rates in comparison to the proposed changes and emphasized clarity in registration policy so families understand whether a drop-in spot will be available. The motion to amend and adopt the fees carried on a voice vote; staff said they would monitor enrollment and adjust staffing as needed before the program begins.
