The Annapolis City Council on March 24 voted to postpone action on resolution R38-24, a condemnation in possession of real property at 245 West Street, after the city reported that a contract for sale is completed and currently circulating for signatures.
Councilmember comments indicated the condemnation process had helped prod the property owner and trustees to pursue a sale. Several council members urged caution that postponement be long enough for the transaction to proceed; Alderman Savage moved to postpone for two council meetings to provide additional time.
Council discussion included concerns about potential liability and environmental remediation if the city pursued condemnation, and whether the final development plan would include any affordable housing components; one speaker noted that comparable nearby projects had market rents above $2,000 and that affordable-housing questions remained.
The council then voted to postpone the condemnation resolution for two council meetings. Members said the postponement was intended to allow the sale to close without the city condemning the property, while preserving the council’s prerogative if the sale failed to proceed.
The action was procedural (postponement) rather than a final decision to condemn or reject a sale.
