On March 24 the Annapolis City Council adopted resolution R54-24 (FY2025 changes in the position classifications and pay plan) and a related ordinance (O34-24) after a series of technical and substantive amendments.
Key items added or changed in the final package included: adding an asset manager position that had been funded in the current budget; creating or expanding a career ladder within the Office of Emergency Management with an Emergency Management Planner 3 and a senior title; reclassifying the assistant harbor master to a deputy director-level classification; and clarifying titles such as returning the assistant city clerk title to deputy city clerk where the duties and responsibilities support that classification.
Assistant City Manager Victoria Buckland explained that several changes were ‘‘housekeeping’’ to reflect positions already funded or to align job ladders with other departments. Human Resources Manager Patricia Hopkins described the job-analysis process used for classification adjustments and said HR can provide the job-analysis template to council members on request.
Amendments discussed and adopted during the meeting included rules amendments and technical corrections: the addition of the asset manager at N-15 grade, modification of the emergency management ladder, retitling of clerk and deputy roles, and an adjustment to the emergency management grant coordinator pay grade after a desk audit review process was referenced.
Council adopted the measure as amended and directed staff to provide follow-up materials, including the job-analysis questionnaire template used for desk audits and additional documentation on classification decisions.
