The Lewiston City Council approved a slate of appointments, several intergovernmental agreements and a restrictive covenant related to a transit transfer facility during the meeting. One consent-item packet was approved en bloc; a separate annexation utility-service agreement was tabled because a required signature was missing.
Appointments: The council appointed Sunshine Cyber, Bob Blakey and Hannah Littke to terms ending Dec. 31, 2025 on the Compensation Review Committee; it also appointed Maxine Miller to a three-year term on the Cemetery and Urban Forestry Advisory Commission and Sean Turpin to a three-year term on the Code Board of Appeals. Each appointment was moved and seconded and carried by voice vote.
Mutual-aid agreements: The council approved Resolution 2025-04, a mutual-assistance compact between the City of Lewiston and the City of Moscow, Idaho, and approved Resolution 2025-05, an interlocal mutual-aid agreement with Washington State University Police Department. Chief Jason Cusick told the council such agreements are rarely invoked but are valuable for force-multiplier events such as prolonged barricades or incidents requiring SWAT or relief staffing. The chief said any response remains subject to resource availability and the on-duty commander’s decision.
Other actions: The council approved a restrictive covenant tied to Idaho Transportation Department grant funding for a new transit transfer stop facility near the Lewiston Community Center, authorizing the mayor and clerk to sign. The council also approved an interagency agreement between the Lewiston Orchard Sewer District and the City of Lewiston and authorized the mayor to execute the agreement. One irrevocable consent to annexation utility-service agreement was pulled from the agenda for lack of a required signature and was tabled to a future meeting.
Consent agenda and adjournment: The consent agenda covering routine items was approved by voice vote. The meeting concluded with the council adjourning by unanimous voice vote.
