The City Council closed a public hearing and adopted a substantial amendment to the Housing and Urban Development (HUD) annual action plans for the years covering 2022 through 2025 to reallocate certain housing funds toward tenant-based rental assistance (TBRA) and housing support services.
City staff explained the amendment is intended to respond to locally rising rents and reduced household incomes among program participants. The city had previously placed $200,000 allocations in the housing trust fund for both 2023 and 2024; staff requested reallocating those amounts into tenant-based rental assistance and housing services so the existing program sponsor can continue assistance without creating a waiting list.
Staff noted that Dogwood Healthcare (based in Robeson County and working with the Robeson County Health Department) will administer the program locally because no local sponsor was available; beneficiaries must have an HIV diagnosis and meet income eligibility tied to program rules. The city reported a 30-day public-comment period and held public meetings in advance; staff said five commenters working in the field supported the amendment and one individual opposed.
Councilmember Here moved to adopt the recommendations presented by city staff; the motion was seconded by Councilmember Benavente and carried. The amendment moves the previously allocated trust-fund dollars into a housing services/TBRA line to cover current participant needs and prevent a wait list.
