Resident urges council to revoke special-use permit for property at 8403 West 100th; cites code violations and criminal charges

During the open public comment portion of the March 24 meeting, Christy Uenishi of (address stated in comment) told the council she intends to return in a future meeting to seek revocation of a special-use permit for a property she described as an “incredible building” with a neglected field behind it.
Uenishi said the council had previously set a 180-day timeline for improvements; she said 196 days have passed and conditions have deteriorated, including removal of brick from an awning, a 40-foot-long gravel pile behind the building and debris spread across the field that prevents mowing. She said the property owner “spray painted” a sign black after learning a special permit was required for the sign and that the site now appears worse in daylight than in the photos she provided to staff and council.
Uenishi told the council she believes municipal criminal charges have been filed against the property owner for illegal exterior storage, fence construction without a permit and allowing construction without permits. She described the field as overgrown in places and said neighbors have been maintaining it to control grass height.
Uenishi also referenced a separate news story about a building the owner owns in Kansas City, Mo., which, she said, had been designated historic to protect it from demolition by neglect. Uenishi said she would return to the council in a few months to request that the special-use permit be revoked.
The council did not take action on the matter at Monday’s meeting; staff did not present a report or recommendation and the speaker’s comments were made during the public-comment period.
