Council approves $4.48 million change order for Clock Tower Landing; vertical construction starting this summer

The Overland Park City Council approved Change Order No. 3 on Monday to the construction manager agreement with McCownGordon Construction LLC for the Clock Tower Landing project, authorizing $4,480,234 for structural concrete, retaining walls, slab on grade, structural steel, glulam timbers for the pavilion, special inspections and owner contingency.
City staff member Kate described the work scope, said the concrete work is expected to begin in May and that vertical construction is anticipated to follow in July. Staff also said the estimated project completion date remains May 2026. Kate said staff holds regular contact with nearby businesses and property owners and plans in-person project updates roughly every two months; the next in-person update is scheduled for April.
Councilmembers asked a clarifying question about the phrase “change order.” Councilmember Cheatham suggested using clearer phrasing for future council materials because “change order” can suggest a deviation from plan when this action was part of the planned execution of the project. Staff confirmed the work and the change order are within the project’s previously approved budget and part of the anticipated construction process.
Council approved the change order on a voice vote. Staff reminded the public that Farmers Market will open April 19 in the Matt Ross parking lot while construction continues and encouraged the public to view updated Clock Tower Landing renderings on the city website.
