Overland Park council approves FY2024 CAPER on use of CDBG funds, resolution 5020

The Overland Park City Council unanimously approved a resolution on Monday to adopt the city’s Consolidated Annual Performance and Evaluation Report (CAPER) for federal fiscal year 2024 and to submit the final report to the U.S. Department of Housing and Urban Development (HUD).
Erin, a Community Development staff member, summarized the CAPER and said the city's CDBG program dispersed more than $765,000 in 2024 to fund emergency utility and rental assistance for 372 Overland Park residents, 23 minor home repair projects, nine home weatherization projects, five neighborhood improvement projects, three accessible group home renovations and program administration. Erin said the CAPER covers the program year Jan. 1–Dec. 31, 2024, and that the report had been available on the city website and at city hall for public review.
Erin told the council the city received no public comments during the CAPER public comment period (Feb. 26–March 14) and that staff made one technical correction at HUD’s request to an affordable housing table. The staff recommendation was approval of Resolution 5020 to adopt and submit the CAPER to HUD.
A motion and second were made to approve Resolution 5020. With no public comment at the hearing and no questions from council, the clerk called the roll and the resolution passed unanimously.
The staff presentation said, if approved, staff will submit the final CAPER to HUD by the end of March.
