Overland Park council establishes TIF district at 8036 Metcalf for mixed-use redevelopment

The Overland Park City Council on Monday voted unanimously to establish a tax increment financing (TIF) redevelopment district at 8036 Metcalf, a mixed-use site that includes the UMB Bank building and an adjacent vacant parcel.
The vote on ordinance RD 3482 sets the boundary and legal district; it does not approve a project plan or any financing. Mayor Kurt Skoog and staff repeatedly noted that establishing the district is the first of a two-step process: tonight’s action establishes eligibility and a district boundary, and any actual project, financing plan and redevelopment agreement must return to the council for separate approvals.
Councilmember Healy described the project as “very exciting” and said he is “excited to have over 200 units of housing coming to this key part of our city in the Metcalf Corridor.” He also said he has been in discussion with the applicant about aligning the redevelopment agreement with the city’s sustainability and housing goals.
City staff explained the timeline and limits of the action. Staff said the item has been reviewed by the planning commission and that the council set the public hearing date on Feb. 3. Staff counsel identified the action before the council as the district establishment only; staff will negotiate a redevelopment agreement, perform a final feasibility and financial analysis, and require the applicant to prepare a project plan before any financing is approved.
Councilmembers asked about timing; staff and applicant discussion referenced a possibility of starting dirt work after the World Cup and noted an early site start in the first part of 2027 if the project proceeds on schedule. The council also discussed shared parking and a planned parking structure under the building as part of the project's design.
The motion to pass ordinance RD 3482 carried 11-0. The council record shows the roll-call vote as unanimous in favor. No financing plan, redevelopment agreement, or project plan was approved at the meeting; those items will be brought back to the council for separate consideration.
