Katy council amends pay plan to add police cadet classification; city to hire up to three cadets

The Katy City Council adopted an ordinance on March 24 amending the employee classification and compensation plan to add the job description of police cadet and to adjust salary grades and step structure accordingly.
Councilmember Court moved the ordinance, and Councilmember Robertson seconded. Mayor Dusty Thio called the question and the motion carried.
During discussion, city staff explained the cadet program. A staff member identified only as Rachel described the plan: the city will hire up to three cadets, pay them while they attend the police academy, and have them work for the police department when not in class. "We'll pay them a salary to go to school, and when they're not in school they'll come back to the PD and help and do PD things," Rachel said. After certification, cadets will transition to sworn officers and will sign an agreement binding them to at least two years of service with the city.
Councilmembers said the program is part of an effort to increase staffing and retention in the Katy Police Department. The ordinance changes were presented as a tool to reach a desired staffing percentage and provide incentives that encourage applicants to remain with the department after training.
The ordinance passed on council vote; the meeting minutes show the council approved the classification and compensation changes and instructed staff to implement recruitment under the new classification.
