Council hears first reading of Vista Park PID service-plan update; reduction in reimbursement noted

City staff presented the Vista Park Public Improvement District annual service and assessment-plan update on March 24, 2025, noting a documented reduction in a developer reimbursement obligation that lowers assessments per lot while not changing the total outstanding assessments on the property.
Mary Petty of p3 works, the PID administrator, told the council the PID was created under Chapter 372 of the Texas Local Government Code and requires an annual service-plan update. "It does not change at all the total amount of assessments that are outstanding nor does it change the amount of assessments that were allocated to each of the parcels," Petty said. She added that a modification reduced the trailing reimbursement obligation and that the change was made in coordination with the landowner, builder, bond counsel and financial advisors.
Petty said the first reading does not take immediate action; the council must conduct a second reading and adoption, after which the updated assessment roll will be filed in the real property records and transmitted to the county for placement on the property-tax rolls before Sept. 1.
Jordan Sawyer of Norton Rose Fulbright was present with Petty and remained available to answer legal questions. City staff said the update also will be followed by a later amendment to a development agreement to reflect the reimbursement modification.
No council action was required at the first reading; staff recommended approval at second reading.
