The commission voted unanimously on March 24 to approve a comprehensive plan amendment and a planned-development (PD) concept plan that will align the future land use map and PD zoning to accommodate Prose Westcliff Phase 2, a proposed 300-unit multifamily development on roughly 14.14 acres near South Belt Line and I‑20.
Staff explained the future land use map currently shows this area as mixed use, while PD‑18 zoning already allows multifamily by right; the applicant requested the comprehensive plan update so the land‑use map and zoning are consistent going forward. The PD amendment adopts a concept plan for eight buildings with one- to three‑bedroom units and site amenities including a clubhouse, pool, dog park and pickleball court. The concept locates the buildings to place a buffer between the development and the Fish Creek neighborhood to the north.
Staff noted it could not support a zoning change that conflicted with the future land use map but recognized that multifamily is permitted by right under the existing PD‑18; DRC and staff recommended approval to align the map with the zoning. Commissioners asked staff clarifying questions about the “by right” status, parcel configuration adjacent to Fish Creek and whether the PD change required variances; staff said no variances were requested for this package. The commission approved both the comprehensive plan amendment and PD concept plan per DRC recommendations in a single motion.
Approval removes the map inconsistency and allows phase 2 to proceed under the PD‑18 framework; building permits and detailed civil plans remain subject to standard review.
