Committee roundups: multiple resolutions advanced; several committees ask for missing account numbers

Multiple standing committees of the Chemung County Legislature advanced routine procurement and grant-authorizing resolutions across public works, corrections, building and grounds, sewer and transit programs during the meeting. Several committees approved batches of resolutions by voice vote, while legislators repeatedly asked that account numbers and budget details be supplied for some items before final legislative action.

Aviation committee The aviation committee advanced two items without recorded opposition: an authorization to apply for a New York State transportation grant on behalf of the Elmira Corning Regional Airport and a resolution awarding a bid for airport work (both items were moved and approved by voice vote).

Building and Grounds Committee members read seven resolutions covering surplus property declarations and vendor agreements for county building and grounds. A legislator asked that the agenda items include budget account numbers so reviewers can verify the line-item allocations; the committee asked staff to send a note to the county executive requesting account numbers for resolutions 2, 3 and 4. The other items on the building and grounds packet were advanced by voice vote.

Corrections and law enforcement The corrections and law enforcement committee advanced multiple agreements and purchase-authorizations for emergency and radio equipment, probation monitoring services and vehicle purchases. Members again flagged missing account numbers on several items and asked for that information to be provided before the full legislature meeting. The committee also moved and approved a resolution urging the governor to repeal several recent state criminal-justice changes (the "Raise the Age" and related discovery and bail provisions); the committee discussion was robust and the resolution was approved by voice vote.

Health and human services A large package of social-services, mental-hygiene and elder-justice applications and agreements was read and advanced. Committee members thanked departments for detailed budget entries on many of their resolutions but identified three items (numbers 2, 4 and 5 as read at the meeting) that lacked account numbers; they asked staff to provide the missing budget-line references prior to the legislative meeting.

Public works and highway The public-works/highway committee read and advanced a slate of material-supply and service contracts, supplemental engineering agreements and vendor extend/award motions. Members discussed salt procurement and recent supply challenges; the committee approved the listed items by voice vote after confirming account numbers would be supplied where needed.

Transit and multi-services Transit and multi-services packets including federal transit grant-authorizing resolutions, sewer district contract awards and memoranda of understanding with community providers were advanced. As elsewhere, the committees asked staff to correct a small number of resolutions that did not list account numbers before full legislature consideration.

Across committees, the most common non-substantive objection was the absence of account numbers or an explicit statement that funds were budgeted in the resolution text. Committees repeatedly instructed staff to provide those ledger references to the county executive or to committee clerks ahead of the legislative session so the full legislature can review the budget documentation prior to floor votes.
