Assembly committee sends bill to suspense file to exempt law enforcement pensions from state income tax

Assemblymember Schiavo, a member of the Assembly Committee on Revenue and Taxation, presented AB 814 on behalf of its author, saying the bill would exempt law enforcement pensions from California state income tax.
"Law enforcement is one of the toughest careers to enter," Schiavo said in opening testimony. She cited CalPERS data provided to her office indicating "out of 107 total law enforcement retirees, over 27,000 live outside of California," and argued the exemption could help retain retirees and strengthen local recruitment and retention.
Ryan Sherman of the California Narcotic Officers Association and representatives of multiple local and state police and sheriff associations testified in support, describing recruitment and retention challenges facing law enforcement agencies. Jonathan Feldman of the California Police Chiefs Association also said the association was in "strong support." Supporters said the exemption would encourage retired officers to remain in California and continue contributing to local public safety and civic life.
No witnesses registered formal opposition during the hearing and no committee members requested amendments. At the end of the presentation the chair announced the bill would be referred to the committee’s suspense file for further fiscal consideration.
The referral to the suspense file means the committee will consider AB 814 alongside other bills that have fiscal impacts, rather than taking an immediate vote. Committee staff did not present a final fiscal estimate or a legislative vote during the hearing.
