The applicant, identified in the materials as Duxan (Ducksong) Electra America with WNA Engineering as the engineer, presented the plan and said the storage will be for empty tanks placed horizontally rather than vertical storage tanks.
Clayton Washburn of WNA Engineering told the commission the client’s plan is for “completely empty storage” and that no vertical towers or permanent live-storage vertical tanks are proposed. He and staff confirmed the project reuses existing impervious area and that drainage calculations show only a nominal change to the drainage area.
Staff recommended approval with a procedural notification to coordinate final stormwater details with the city engineer and public works because the work involves impervious-area adjustments in a site with existing tank operations. Commissioners asked about buffering and potential leakage; staff and the engineer said the storage would be horizontal empty tanks and existing buffering would remain, and that the tanks are not being used for on-site live containment at this location.
The motion to approve included the staff stormwater coordination note and passed on roll call.
