Planning Commission approves Volunteer Fleet Services site plan, forwards Parkway Place PID amendment to public hearing

The Planning Commission on March 19 approved a site plan for Volunteer Fleet Services to build a 6,226-square-foot motor vehicle repair facility for medium and heavy-duty commercial vehicles on a 1.5-acre lot along Logistics Way. The commission also reviewed and directed staff to schedule a companion amendment to the Parkway Place Planned Industrial District (PID) that would add a restricted motor-vehicle repair use to Lot 16; the PID amendment was set for a public hearing on April 9, 2025.
Planning staff said the site plan generally met architectural, parking and height requirements but that the proposed vehicle-repair use is not currently an allowed use in the PID. The applicant submitted the site plan concurrently at the applicant’s risk and also requested a limited PID amendment that, if approved, would allow motor-vehicle repair (medium and heavy-duty, excluding sales and rental) for that specific lot only.
Staff emphasized the amendment is intended to confine the motor-vehicle repair allowance to Region 3 of the PID (the most intensive industrial area) to avoid placing such uses adjacent to residential neighborhoods. Developer representative Joe Swanson said he does not foresee widespread requests to extend the use across the PID but acknowledged other amendments have occurred for the development over time.
A motion to approve the Volunteer Fleet Services site plan, subject to staff comments, passed unanimously. The commission separately voted to schedule the Parkway Place PID amendment public hearing on April 9, 2025; that motion also passed unanimously.
Staff said the PID amendment will be limited to Lot 16 and that the planning department will provide the full amendment text and map changes to commissioners prior to the public hearing.
Next steps: the applicant will finalize permit materials for the site plan and staff will prepare the PID amendment for public hearing; council action will be required after the public hearing if the amendment advances.
