Committee advances three health-care bills in unanimous work session

CARSON CITY — The Assembly Committee on Health and Human Services passed three committee-sponsored bills in a work session March 24, voting unanimously to advance each measure to the full Assembly.
Assembly Bill 6, Assembly Bill 36 and Assembly Bill 42 were presented to the committee by Davis Florence, the committee policy analyst, who summarized each bill's purpose and noted there were no amendments before the committee. Vice Chair Wynne moved to pass the three measures; motions were seconded as recorded for each item and the committee chair called the voice votes. Each motion carried without any recorded opposition.
AB 6 creates the Fetal Alcohol Spectrum Disorder (FASD) treatment assistance program within the Aging and Disability Services Division to coordinate services for individuals diagnosed with fetal alcohol spectrum disorders through age 13, and is sponsored by the committee on behalf of the Aging and Disability Services Division.
AB 36, sponsored on behalf of the Division of Healthcare Financing and Policy, revises Medicaid hearing timelines by requiring a service provider under the Medicaid State Plan to request an administrative hearing within 90 calendar days after notice of action by the Division, unless extenuating circumstances exist; it also directs the Division to adopt regulations identifying actions subject to hearing and what qualifies as extenuating circumstances.
AB 42, also sponsored on behalf of the Division of Healthcare Financing and Policy, would permit the administrator of the division to adopt, amend or repeal a regulation or policy with three business days' notice if the action is required by federal or state law or if it results in an expansion of services or benefits. The amendment transmitted to the committee added staffing and implementation details.
