House honors Kapolei neighborhood-watch leaders and adopts multiple committee reports

The House of Representatives adopted House Resolution 212 commending leaders of the Kapolei Neighborhood Security Watch Groups and approved a series of standing committee reports during a session that included a procedural motion to disagree with senate amendments to a returned house bill.

Representative Garcia moved adoption of House Resolution 212, which the chamber approved by voice vote after brief remarks recognizing honorees from West Oahu. Representative Garcia acknowledged the work of Jody Acal, Yvonne McBrayer, Raylene Lique, Lokey Nigel and Pastor Alan Cardenas Jr., saying the teams had “shown that when it comes to protecting our community, they are fierce, determined, and steadfast in their commitment.” The House recessed for members to meet and congratulate the honorees, and Representative Garcia proceeded with a certificate and presentation after the voice vote carried.

In routine legislative business, Representative Todd moved and Representative Morikawa seconded a motion “to disagree to the amendments made by the senate to the noted house bill.” The motion passed on a voice vote; the clerk reported the motion as carried. The chamber also adopted standing committee report numbers HSCR 1505 through HSCR 1512 and HSCR 1513 through HSCR 1518, each motion moved by Representative Todd and seconded by Representative Morikawa and carried by voice vote. The clerk and presiding officer announced companion measures would be taken up in tandem for several HSCR pairs; where members requested “no vote” or registered reservations during debate, the body recorded those reservations and proceeded with the referred actions as announced on the floor.

Announcements at the end of the session included Representative Takayama’s notice that his office will again assist the YWCA’s Dress for Success drive to collect new or gently used women’s business attire, Representative Matsumoto’s invitation to members and staff to participate in a filmed tribute for Representative Jean Ward the following day, and Representative Iligan’s notice that a manufacturing and innovation day would be held the next day from 10 a.m. to 2 p.m., with a statistic cited that Hawaii had about $1,680,000,000 in manufacturing output in 2021 and roughly 12,000 manufacturing employees.

The House adjourned subject to the motion made by Representative Morikawa and seconded by Representative Garcia; the chamber will reconvene at 12:00 noon the following day.
