Committee recommends two engineering firms for future airport projects

City staff told the Bangor City Finance Committee on March 24 that a request for qualifications for engineering services at the municipal airport drew five responses and that staff recommends awarding two separate contracts.
"Based on the reviews, the selection committee ... determined that, the recommendation is to go to 2 different awardees," David Little, finance director, said. Little said Mead & Hunt would be better suited for airfield construction projects such as runways and taxiways, while Hoyle Tanner would be better suited for terminal and building projects.
Little said the RFQ was evaluated on qualifications rather than fixed costs because costs will vary by project. The selection committee included airport staff and members from other city departments and produced a list of anticipated projects for the next five years that could use the consultant services.
A councilor disclosed a potential conflict of interest involving one bidder, saying a bidder was a tenant of theirs; staff confirmed that firm was not among the recommended awardees. A motion was made to accept the recommendation and to forward the contracts to the full City Council; the committee discussion did not record a formal committee vote in the transcript.
If approved by the council, the two firms would be engaged under engineering-services contracts and called on for specific project scopes and negotiated fees.
