Council rezones 44 Center Street from URD-2 to Downtown Development District

The Bangor City Council on March 24 passed ordinance 25-093 to rezone the property at 44 Center Street (Map Lot 041-100) from Urban Residence 2 (URD-2) to Downtown Development District (DDD).
Councilor Fish presented the ordinance, saying the area requested for change is approximately 0.18 acres, the applicant is William King and the recorded owner is Sandra Noble. The council record notes the property lies within the growth boundary of the 2022 comprehensive plan and the future land use map designates the site as downtown, which includes high-density mixed use development, commercial and institutional uses, and high-density residential development. The planning board reviewed the item and voted unanimously to approve it at its March 18, 2025 meeting.
Councilor Trumbull raised a process question about whether owner consent was required when the applicant differs from the owner. The planning staff responded that the applicant became the owner shortly before the meeting and that if an applicant were not the owner the city would obtain written proof of owner consent.
The ordinance passed on first reading by roll-call vote, recorded as 7-0.
