Council awards airport engineering contracts to Hoyle Tanner and Mead & Hunt

Bangor City Council on March 24 approved two separate five-year engineering services contracts for airport projects.
Council order 25-106 authorized a contract with Hoyle Tanner and Associates Inc. for terminal-related engineering, including TSA security checkpoint design and passenger facility charge-funded initiatives. The city said Hoyle Tanner’s team includes a former MaineDOT staff member whose experience with the state capital program made the firm the selection committee’s top pick. The council passed the order by a 7-0 vote.
Council order 25-107 authorized a contract with Mead & Hunt Inc. for airfield and apron projects, including work on Taxiways Alpha and Mike, the general aviation apron and heavy-duty aprons, subject to availability of FAA AIP funding. The selection committee said Mead & Hunt’s Portland-based engineers provided proximity advantages. The council approved that order by a 7-0 vote.
Both procurements followed a request for qualifications issued on Feb. 5, 2025. The airport convened a selection committee consisting of the airport director, the assistant airport director and the public works director; four firms were shortlisted for interviews and the committee recommended awards based on qualifications and project fit. Councilors noted the FAA requirement to periodically solicit engineering and architectural services.
Action records show both orders passed unanimously and the contracts are set to proceed for up to five years, with individual project work subject to funding availability and award.
