State School Fund and school finance matters dominate subcommittee discussion

Officials from the Oregon Department of Education told the Education Subcommittee on March 24 that administering the State School Fund and related grants remains the core function of the department’s school finance unit.
Michael Elliott, managing director of school finance and school facilities, said the unit administers distributions from the State School Fund using the statutory formula, issues monthly payments (with a double payment in July and no June payment), and manages several grant programs tied to or carved from the fund.
Elliott outlined major grant streams that flow through or alongside the State School Fund: Common School Fund distributions (managed by the Department of State Lands and funneled through ODE), the high-cost disability grant, small high-school grants and local-option equalization grants designed to help districts with limited local revenue capacity.
Committee members asked how the State School Fund addresses drops in local revenue, including lumber-related receipts for so-called timber schools. Elliott said the equalization formula begins with local revenue; when local timber revenue falls, the formula increases state aid so per-ADMW (average daily membership weighted) funding approaches parity with districts that have higher local revenue bases.
Elliott and OFIT staff discussed timing of estimates: by statute, ODE must post the first statewide estimate for the upcoming school year by the first Monday in March. Estimates are paid during the school year and reconciled after audited financials and final student counts are submitted the following year, with reconciliation typically occurring in May.
The school finance unit also oversees programs tied to disaster response and special grants, including a 2020 wildfire grant that provided temporary funding to districts disrupted by wildfires. Elliott said the State School Fund is a primary source of high-quality, audited data that other ODE programs — such as Student Investment Accounts, high school success and early literacy — use for planning and oversight.
Committee members asked about how administrators and local budget directors receive information. Elliott said the March estimate is the official statewide estimate, and subsequent legislative actions produce updated estimates as the budget process continues.
No formal votes occurred; the exchange was informational as ODE staff outlined formulas, grant types and the timing of estimates.
