Tamarac to administer $1.66 million in federal community project funds; Broward HOME grant to support minor repairs

TAMARAC, Fla. — City staff told the City Commission's agenda review meeting that Tamarac will receive $1,666,279 in congressional community project funding and is proposing programs that would be administered under U.S. Department of Housing and Urban Development (HUD) standards.
The award was described by Grants Administrator Maxine as part of the 2024 appropriations process. “This award will be administered by the Department of Housing and Urban Development, meaning that the standards, the HUD standards, would be applicable for the expenditure of these funds,” Maxine said.
Why it matters: the funding would support multiple housing programs aimed at lowering barriers to homeownership and stabilizing households. Staff presented proposed allocations and eligibility limits that would guide how the money is spent.
Staff proposal and budgets: the slide staff showed breaks the funding into several activities: a purchase-assistance (down payment/closing costs) program proposed at $600,000; an owner-occupied rehabilitation/weatherization program at $500,000 intended to fund about 15 projects (roofs, windows, doors); a residential assistance program at $300,000 that would provide up to $5,000 for HOA dues, rental gaps, insurance, utilities, or past-due rent/mortgage; and a multifamily exterior paint reimbursement program proposed at $100,000 (up to $20,000 per building). Staff listed additional administrative costs within the total award.
Eligibility and next steps: Maxine said the programs would serve households up to 120% of area median income and that staff is currently completing the required environmental review. “Once we receive a fully executed agreement from HUD, then we will begin implementing this program,” she said.
Separate HOME grant: earlier on the consent list staff also presented a Broward County HOME Investment Partnership grant for $152,215, retroactive to Oct. 1, 2024, through March 31, 2026, described as funding the city’s minor home repair program and expected to support at least two minor repairs.
What remains open: staff identified the HUD environmental review and execution of the HUD agreement as prerequisites to spending the community project funds. No formal Commission votes were recorded at the agenda review workshop.
Next step: staff said the items will appear on the Commission agenda for formal action at the regular meeting on Wednesday.
