Deputy Commissioner Elaine Richards moved to approve the Section A items on a roll-call vote; Director Kyle Delgado seconded. The clerk called the roll: Courtney Hawkins, Kyle Delgado, Councilwoman Anthony, Crystal Limburg, Elaine Richards, Joseph DePina, Patricia Coyne Fey, John Arzemanian and Dante Bellini voted aye. Councilman Gonzales, Shamari Husband and Tyrell Stephens were recorded absent. The clerk announced "9 ayes and 3 absent; the motion carries." The matters in Section A were approved.
During a brief Q&A before the vote board members sought administrative clarifications about several Section A entries. A board member questioned items that "exceed the first purchase threshold," and staff replied that the city charter establishes a $10,000 per-purchase threshold that triggers referral to the board when reached. Members asked about "piggybacking" on existing contracts for specialized canine-equipment retrofits to police vehicles; staff described the purchases as aftermarket installations for vehicle canine units, including climate-control and alarm components.
Members also asked about itemized technology expenditures: the board discussed a digital forensic/cellular-review software used in investigations and confirmed this covers review of cell phones; they asked about Motorola radio-system service parts and were told the previous vendor had discontinued a supporting division, requiring the city to procure parts from an alternate vendor that would accept existing equipment and parts rather than force a full-system replacement. On electric vehicle charging solicitations the board discussed rejecting received bids to further investigate vehicle availability, budget alignment and technical walk-throughs before re-soliciting.
A member asked whether the recreation-center generator purchase was funded by American Rescue Plan Act (ARPA) funds; staff confirmed the generator request is included in the ARPA-funded line item listed for that procurement.
The board also approved the minutes of the March 10, 2025 meeting by voice vote and adjourned the session.
