Valley County approves property-tax exemptions for church, park parcels, Masonic lodge and Head Start

The Valley County Board of Commissioners on March 24 approved full property-tax exemptions for several nonprofit and religious properties, including Cascade Family Worship Center, parcels associated with Kelly's Whitewater Park, Ionic Lodge No. 82, and Western Idaho Community Action's Head Start facility in Donnelly.
Assessor Sue Lieber told commissioners the office had received three exemption applications under 63-602(b) for Cascade Family Worship Center — one parcel with the church building, one parcel for the pastor's living quarters and a mobile-home parcel — and recommended full exemption. "We're recommending the full exemption," Lieber said.
The recommendation was approved by motion. Commissioner (unnamed) moved to grant full exemption for Cascade Family Worship Center (RP840; MH840; RPC002A); another commissioner seconded. The transcript records a voice vote of "All in favor? Aye." The motion carried.
Next, the board considered applications from Kelly's Whitewater Park. Assessor Lieber said the park submitted applications for 17 parcels listed on the agenda; the county recommended full exemption for all 17. A commissioner read a list of parcel identifiers into the record. During the motion process a commissioner noted one parcel ending in "0603" (described in the discussion as "14 North, 3 East 360603") had been omitted from the agenda list; the mover amended the motion to include that parcel and a second was recorded. The amended motion passed by voice vote.
Commissioners also approved a full exemption for Ionic Lodge No. 82 (listed in the record as "Ionic Lodge Number 82 A F And A M 009 B," RPC009B). The assessor described the lodge as the Masons; a motion to approve the exemption was moved, seconded and passed by voice vote.
Finally, the board approved a full exemption under 63-602(e) for Western Idaho Community Action (referred to in the record as YCAP), specifically noting the Head Start facility in Donnelly near the fire station. The motion to approve Western Idaho Community Action (MHD6626) was moved, seconded and approved by voice vote.
